This is a rare and very specific item as it can only be played on a VCA recorder. Teletronic is the brand. This format was used for music videos that were played by television stations (MTV, VH-1, etc.) in the 80s. Not many people have VCA players but there are a few people who can convert the media into the media of your choice.

More importantly, there is a historical significance to these tapes specifically: Michael Jackson was the first African American artist to have a video played on MTV and that video was "Billie Jean" which is one of the tapes included in this lot. "Beat It" was also a huge success, as was the entire Thriller album. As you can see in the photo, the return sticker has the information of Michael Jackson's manager (Glen Brunman) at the time (phone number, address) so this promo was clearly sent out as part of their video campaign and was not available commercially; essentially, MTV received a copy exactly like the ones here for sale and the rest is - as you know - history.

The chances of seeing this item come up again are slim. In researching it, I could only find a VCA promo of the 1987 release of "Bad" - very hard to find a comparable value.
